Emergency redirect

When a site comes under heavy load for whatever reason, the Smartsite http handler can be instructed to redirect all traffic to a different site by placing a file named "redirect.txt" in the folder {SiteRoot}/EmergencyRedirect. This file should only contain the target URL for the redirect.
Removing the file or its contents will return the handler to normal Smartsite publication operation.
Warning: renaming the file will not work.
On request a light weight web service is available to start and stop the Emergency redirect behaviour.
