One of the configured Instance ID's (for the cms the InstanceID registry setting and for the publication engine the PublicationInstanceId appSetting within smartsite.config) does not match with a record within the osServerInstances table.

In order for Outscaling to work properly, both the Instance ID's (for the cms and the publication engine) must match with a record within the osServerInstances table.

Use the Config Editor to select a valid Instance Id (the available Instance Id's as found within the osServerInstances table will be shown within a dropdown). Or, when you want to use the Instance Id(-s) as configured within the registry and/or the smartsite.config file, use the Outscaling Console within the cms manager to change the Instance Id's within the database so they do match.

Notice that Outscaling's background component won't even start when the cms InstanceId (as configured within the site's registry) doesn't match with a record within osServerInstances.
